Chubb (formerly ACE Group) Oracle Recruiting Cloud Implementation

ACE acquired Chubb in January 2016. Chubb is the world’s largest publicly traded property and casualty insurer.

With operations in 54 countries, Chubb provides commercial and personal property and casualty insurance, personal accident and supplemental health insurance, reinsurance and life insurance to a diverse group of clients.

Objective:

To migrate to Taleo Enterprise Edition from Taleo Business Edition to provide greater functionality and future scalability to:

  • Facilitate greater direct sourcing
  • Provide a more engaging candidate experience
  • Improve efficiencies in reporting and gain better insight in recruiting
  • Facilitate hiring interface between Taleo and PeopleSoft HR
  • Automate requisition approval chain selection
  • Improve requisition data quality & process efficiencies
  • Create efficiencies within HR Services at the point of offer

Delivery:

Cedar Consulting partnered with Chubb to design and implement Taleo Enterprise Recruiting on time, ensuring legacy applications could be retired with minimal business disruption and allowing the new ATS to be seamlessly integrated with the corporate website.

Outcomes

Key benefits as a result of the implementation are:

  • Talent pools with advanced searching and referrals facilitating greater direct sourcing capabilities/sourcing cost savings.
  • A more intuitive and engaging candidate experience through seamless integration from the corporate website. Clear, train stop style application processes and the use of videos to guide and engage the candidate through the journey.
  • A mobile enabled career site and application flow which has resulted in 16% of mobile applications within 3 months.
  • OBI dashboards saving 72 days effort per annum and greater real time recruiting insight.
  • Hiring interface with PeopleSoft HRMS phase 1 TCC extract complete/phase 2 to create auto populated hire templates ongoing.
  • Approval matrix remains manual as it is too complex to configure within the product offering but the approval process generally works well.
  • A more efficient and accurate requisition management process resulting in reduced effort through the use of requisition templates and eQuest integration.
  • Electronic offers achieving significant administrative efficiencies and a ‘one stop shop’ for the candidate.

Approach

  • The model of on-site partners rather than off-shore worked really well for Chubb
  • Chubb started with the traditional fit/gap workshops but quickly moved to a more prototype based model which worked better for this type of Cloud implementation
  • Partner support having in depth product and implementation knowledge was of great benefit
  • A decision was made to implement an English only platform which did simplify implementation, but also restricted some functionality around job templates and e-offers.
